Summary: Standalone server bug determining static files

Initial Comment:
The standalone server looks at the filename extension
to determine if a file should be delegated to the
static server.
However, it doesn't chop off the query string, 
so if you have a URL such as
/PageName?action=attach&target=overview.gif, 
the extension is determined to be .gif and 
the static server tries to access PageName?action=... .

See the attached patch for a fix.
