Initial Comment:
Assuming, I have a page like this:

= section =
a
 * b
c
 * d
e
 * f

This code results in a layout where the vertical space
before line "b" is smaller than the space before "d" or
"f".  When I ommit "= section =", the space before "b"
gets the normal size.

I'm using moinmoin 1.0
