Summary: Installation fails if DEFAULT_LANGUAGE set initially

Initial Comment:
The installation skips a bunch of plugins if the
Swedish locale is set initially in 1.3.10. To get a
proper install, I had to 

1) install with the default locale. 
2) change the config.ini
3) open the index.php again

In step 3, phpwiki notifies that it skips a bunch of
modules. Given step 1 however, the links are not broken.
