These email verification functions are currently only used as backbone
for sending email verifications on page changes/removes/renames. Not
for auth yet.

The new WikiUser/EmailUser.php auth module is still in work.
But I'll check it into CVS for other interested developers to continue.
Same goes for WikiUser/OpenID.php
