This was happening when DATA_PATH is empty.
Fixed in Subversion 10905.

This doesn't seem to cause an issue with browsers, but I am seeing a double slash between the hostname and the path.

For example,

https://bh.hallikainen.org//uploads/harold/Drc190Data.pdf

In config.ini, neither UPLOAD_FILE_PATH nor UPLOAD_DATA_PATH are overridden.
