I have created a WML-based CMS:

http://web-cpan.berlios.de/latemp/

However, you control it by editing files using a text editor and running 
various programs. (no web interface).

I don't think a CMS necessarily means something that is controllable via the 
web. It can mean anything that allows you to manage content.
