Bug? wml::fmt:all <isolatin> misencoding characters?

Hi all

using wml 2.0.11 I get the following output when wml'ing this:

#!wml -o %BASE.html
#use wml::fmt::all
<isolatin>
<html><head><title>test</title></head><body>
deutsche umlaute: =C3=A4=C3=B6=C3=BC=C3=84=C3=96=C3=9C <br>
franz &quot;umlaute&quot: =C3=A9=C3=A8=C3=AA =C3=89=C3=88=C3=8A =C3=A0=C3=
=A1=C3=80=C3=81

</isolatin>

OUTPUT:

What do I do wrong or did I stumble over some weird bug?

I have to mention that with wml 1.74 I had never had such an output.
