[Ann] CCSQLMethods 0.3: Cache Controlled SQL Methods

"CCSQLMethods" are Z SQL Methods with explicit cache control.
They allow to flush the complete cache or invalidate individual
entries. Complete cache flushing works also across ZEO clients.

Version 0.3 fixes a bug with cache flushing across ZEO clients.
