If you don't use "structure" then all HTML will be escaped, e.g., < will be &gt;, when it is inserted into the page.  So if your attribute/variable contains HTML code and you want to pass it through to the browser without having it be escaped, you have to use "structure".   If you don't use structure, then people will see the HTML code (since it has been escaped) instead of the rendered HTML.
