Expressions like:

<em tal:content="structure python: 'żółć'">template id</em>

are failing with UnicodeDecodeError (traceback at the bottom).
UnicodeDecodeError resolver seems to not handle such expressions at all.
Issue was first introduced at mailing list: 
http://mail.zope.org/pipermail/zope/2007-July/171818.html

Attached test exposes described behaviour.
To execute test just untar into <ZOPE INSTANCE>/Products/ and execute:
cd <ZOPE INSTANCE>
bin/zopectl test --dir Products/ZPTUnicodeAndStructureKeywordTest
