We talked about this in one of our meetings :) Having the toolchain inside the ztk-versions.cfg makes it easier to extend the ZTK. Zope 2 just has to use a single extends= line and Grok just two (for the additional zopeapp-versions.cfg). Since we all use the toolchain anyways, we didn't see a point in separating them out.
