The Foundation's repository committee is Jens plus the folks who have been helping him maintain SVN (Andreas, Jim, ~me). At this point, that group is effectively the only set which can create repositories on Github (the "Owners" group). Tell one of that group that you want to migrate a project: they will create a new, empty repository for you and grant access.
