So, it turns out
install_requires=[
'lots',
'of,
'packages',
] + ['one extra'] if PY3 else [],
doesn't group the way I expected it to group.
Should be fixed in ZODB's py3 branch.
Kudos to Gediminas Paulauskas for spotting this.
