For some reason this still ends in a bin/buildout with setuptools 8.0.4.

Using '--version=2.2.5 --setuptools-version=7.0' does lead to 
bin/buildout with those exact versions.

Note that running bin/buildout after this may still install other 
versions, depending on what versions are pinned in the buildout config.
