One of the failing builds was zope.error.  I didn't investigate the
failure, just noticed that it had a really old bootstrap.py from
zc.buildout 1.x days while not actually relying on any buildout 1.x
features.  I replaced it with a recent bootstrap from
https://bootstrap.pypa.io/bootstrap-buildout.py and the build succeeded
(on my laptop).

Time to mass-migrate zope.* to zc.buildout 2?
