i18n and encoding

Hi,

I just checked in a fix for the encoding-issue and support for i18n in 
filesystem forms. You find it in the i18n_encoding branch.

At the moment you can only use it if you use Localizer AND if your 
message-catalog is called "gettext". This limitation will go away in the 
future.

You have to edit the xml-representation of a form to use it. You can see
an example in the Silva-CVS-HEAD/view/edit/Asset/Image/scale_form.form.
