the problem smells like =
https://github.com/zopefoundation/Zope/issues/452
and Paste is actually missing from requirements-full.txt

Last time I was not able to reproduce the issue.
But today it was possible.
So I am going to reopen the issue.

Paste is needed because `etc/zope.ini` uses egg:Paste#translogger
