"There is no plugin that can modify users"

Hallo,

ich habe eine bestehende Plone-Instanz innerhalb der gleichen
Zope-Instanz kopiert. Wenn nun in der neuen Plone-Instanz ein User
angelegt wird, dann kann der keine Passwort vergeben:

"There is no plugin that can modify users"

An welcher Schraube muss ich drehen?

Zope 2.9.9, Plone/2.5.2
