Newbie need help on Localizer!

Hi,

I can't make Localizer to display any message right. I'm translating from EN
to RU.

If I enter RU translation for the EN message into the messagecatalog using
UTF-8 encoding, then I get ????? on the test page instead of the word, while
changing the local from EN to RU.
If I'm trying to enter CP1251 message (by changing the encoding of the page)
into the message catalog I get the UnicodeError (UTF-8 decoding error:
invalid data)
If I using po file and enter translations there I can't then import the file
getting UnicodeError again

I'm stuck. Can anybody help?

Using Zope 2.6, CMF 1.3, Localizer 1.0.1
