>From the Zope prospective you are right, from the Plone prospective PTS
is the way to go. Working with PTS is much easier - both from the 
installation
and the handling side. Working with Localizer in the past was not very much 
satisfying.
The only advantage I see over PTS is that you can edit your translations 
through the web.
