Because it's work no one wants to do and it's sometimes convenient to be 
able to update just a single package to get a bugfix before the new 
Plone release comes out.  It's mostly a good point you make, though.

I think that would be my preference. If you backport your fix for 
getting the request I'll make a 2.0.4 release.
