I was struggling with this for a while too.

My problem: I was trying to use PloneTestCase 0.6 with Plone 2.1.1. As of
12-4-05, 0.6 was what came up as the main release for PloneTestCase on
http://plone.org, but it is not compatible with Plone 2.1. Make sure to download
0.7 by clicking "all releases"!

I will write plone-users about this also.
