id widget's 'ignore_visible_ids' attribute

an 'ignore_visible_ids' attribute was recently added to the id widget, 
in order to allow folks to override the site- or member-wide id 
visibility setting on a type by type basis.

this works fine, but when i installed the new code on an existing site, 
the site quit working because the 'zid.pt' template assumes that the 
property will be there, but for some of my custom types it was not 
present.  it's not clear to me why the attribute isn't appearing on the 
widgets just with a restart; these types are not using dynamic schemas, 
or doing anything fancy.  but if it's happening to me, then it's 
probably going to happen to other people.

i've committed a fix to the 1.3 branch, but i think that this is 
important enough to warrant making it in to the release.  would you be 
able to re-tag the release to include this fix, jensens?
