Thanks for reporting your observations.

While most of us (but definitively not all) use AT together
with Plone only, this shouldn't be necessary (as you've figured
out). And as Andreas pointed out already there is really no
need for AT to depend on Plone - just lazy developers or
oversights (e.g., for me it isn't always obvious whether
something I use or refer to comes from CMF or Plone as I'm
usually working on top of both - it's been a couple of years
back by now that I've been using AT without Plone).

If those who care about AT working with plain CMF would take
care of this (at least have an eye on it), that would be really
great.
