I meant that (mainly not technical versed) users are probably stressed 
with UI widgets they are not familiar with. Dropdowns works always 
different, sometimes onmouseover or onclick and so on. There are lot of 
arguments for and against dropdowns, I don't want to go further on this. 
But everybody would be familar with a <select> widget, I think? This is 
just an example and neither a criticism nor a suggestion.

I think it's a lot of work to create a Plone Human Interface Guide where 
you standardise widgets and their behaviour. You would need a huge well 
organised object oriented ECMAScript API. And I'm not sure if its worth 
the energy, because of the lack of browser support. Maybe we are talking 
about two different things ;)

This Policy would be clearer if you add browsers and versions to all 
supportlevels. I think in practice level 2 and 3 would be the same 
browsers and versions? Or should you add a level for partial CSS support 
too?
