true, i'm sometimes not sure if it's browser cached or it has really 
switched to the new markup/layout.

it's disabled by default for members - the manager is able to change the 
skin for the whole portal

impossible for many many cases - say thanks to the internet explorer 
team ... many appearance skins depend on the layout you use.

for basic "let's just use different colors" skins it's not a problem, 
even at the moment, you just have to change the skin layers... but of 
course there's no plone ui for that.

oslo is really out of date... there are many things we're working at 
that are similiar to it, though (i think) a bit more backwards 
compatible... see http://plone.org/development/plips/PLIP11
