I think it's better to put mod_gzip and cache configuration in there. I wondered why the *** my css files were cached. I had turned caching off in Apache, but they were still cached. Finally I found cache directives in .metadata files. I don't think plone should decide what to cache or what to gzip, at least not without me expressively say so.
