plone.app.toolbar should not have profile

Hi,

I'm trying to use plone.app.toolbar and the first things I'm suprised is:
This addon has a profile.

I believe it should not have any persistent data / configuration because
it is used only in development.

I would like feedback about this before doing any change to it like:

* remove the profiles folder and zcml registration
* remove the browserlayer (keep the iface just to not break existing install)
* update all browser/viewlet registration to not use browser layer
* provide a new viewlet to expose needed resources

The only things that is not possible at the moment is the ordering of viewlets.

(I have not already installed the addon, just asking)
