Re: setuptools 0.8 and zc.buildout 2.2.0 for Plone

As for what we package in the installers, we're pretty much stuck until
Plone 5. We try not to make this kind of change in a micro release.

If Plone 5 takes longer than expected, that would be worth reevaluating.
