The current behavior is absolutely not obvious, not clear and not simple.
Anyone think that if he has got a "publish when added" rule and a "notify
when publish" rule,
then if he adds a content, it will be published and a notification will be
send.
It doesn't, and only people that read the code understand this is a
feature, not a bug.
The alternative for user, having two rules (a rule that publish AND notify
when added, and an other rule that notify when added), and assign them on
different parts of the website, do not keep it simple.

Having an option to allow this would, at least, document the default
behaviour.

We already have an option "stop rules after this one". The one i suggest is
not more complex. It is actually at the same level of complexity and at the
same level of intervention.
