There is no way to get control over all collective packages on PyPI. Having
packages in the collective does not automatically mean that everyone should
be entitled to make releases.  There is no automatic collective code
ownership for all packages in the collective. This might be true for a lot
packages that are maintained over time by dozens of maintainers and
contributors. The general rule is that the primary author or the current
maintainer (if know) has the last word on granting permissions to a
"collective" account.
