I don't know if they get saved as blobs, but dist.plone.org/packages is 
handled by cloudflare with an expiry date of a few years, so Plone can 
probably handle the burden of serving that file once:

That, and having another place where these packages can be downloaded in 
case of problems with pypi.python.org, but that seems unneeded now that 
pypi is behind a content delivery network.
