Site Admin, Editor role and managing portlets

Hi!

This is the use case: subsites with lineage (but a standard 
navigationroot would apply). I want to give to some users full control 
of the content in their subsite.

  When using sharing, I can assign the role reader, editor, contributor 
and reviewer to an user. This because the sharing is about managing the 
local content.

  But what about portlets? For example, there are a lot of site that 
build the content of a page using add-ons such as ContentWellPortlet, 
but cannot "share" them between users because nor reader,editor, 
contributor or  reviewer can manage portlets, even locally.

  A quick solution could be to give the user the Site Admin role 
locally, but it is not available on sharing and can be confusing because 
"Site Admin" means you can admin the site, isn't it? :)

  What is the best/doable solution?

  - we should give the Editor the possibility of manage portlets, but 
this means Editor could also add portlets, which is not an edit thing
  - we could give the user the Owner role on the context, so he can 
manage also portlets. Any problem on this?
  - we can give the user the Site Admin role but the name is confusing 
when we are talking about local roles.

Obviously other mixed/different solutions could be possible, what would 
you do? Focusing on Plone 5, what will be about this topic? I think 
portlets will be available in Plone 5, but we can think about a solution.
