FYI, I've found this:

this add the site admin role to the sharing tab. From the readme:

"Delegation of Site Administrator role through Sharing tab.

Sharing tab displays new checkbox "Can manage" to users with Site 
Administrator role.

When the local role is given, default Plone allows, among others, to 
manage portlets."
