Having a central media libray is definitly a no-go. Plones strength is 
to keep things together. This can be an addon where needed. For my 
intranet-customers a central library would be horrible. And why? Just 
because we cant put Media at creation time *into* a Page? hey.. we a 
solution, not an ugly workaround.
