GSoc idea: make tests run faster

The biggest drain in my productivity when developing Plone is how long it
takes for tests for run.

e.g.  when using plone.app.testing.layers.PloneFixture with the project I'm
working on at the moment it seems to take 10-15s for the test runner to get
going and 10-15s for PloneFixture to be set-up.

I think it'd be a massive boost to every Plone developer's efficiency (and
make them more likely to write and run tests) if we could trim a
significant percentage off these numbers.
