AFAIK, the main difference is that ZCML-registration are global and 
GS-registrations are site-specific (they are registered persistently in 
site-local component registry). So, in theory, GS-registrations should 
allow better performance for multi-site instances.

Regarding plone.multilingualbehavior, it's interesting that 
p.a.multilingual 2.x uses ZCML-registration for those subscribers.
