I started working on adding this feature within a branch for
plone.app.querystring here

Instead of adding a boolean that modified the inactive objects flag only for
anonymous I decided
to implement in a way that you could select which roles from the site would
get this flag set to true.

However I was really surprised that I had to add a new vocabulary which
basically inherits the 
roles vocabulary from plone.app.vocabulary and adds the Anonymous role as
well since 
the Roles vocabulary does not contain the Anonymous role.

I see that getPortalRoles is coming from Products.CMFCore.MembershipTool,
and there it
adds the Manager and Owner roles. I assume that the adding Anonymous here
would also
add it to anywhere else this method would be called, however I expect that
this would not
be something desired.

I have a feeling that just adding the vocabulary here would solve only my
own issue but this might need
to be treated within the entire stack.

David Glick, do you have any advice and how to go about this? Or does
anybody know what was the decision
against not having the Anonymous role returned when calling getPortalRoles?
