non-western character sets and object ids

I noticed that Wikipedia has readable URLs even for languages with 
non-western character sets (like Thai, [1]).

In Plone, object ids in non-western character sets look like random 
ascii characters (maybe ascii tranlsations of UTF encoding) [2]. This is 
not a human-readable URL, which is something we say Plone does.

If browsers are capable of reading non-ascii-encoded URLs, shouldn't we 
move to these? I thought i'd ask here first before creating a ticket.

The benefit would extend to every European language except English [3], 
because of characters like ü, è, ó, ç, ò.
