I can see why a permission might make more sense in certain set-ups.  In my
client's site we'd just grant it to everyone though.

It'd be easy for someone to extend the implementation in their custom
product to base it on permissions by defining an adapter for their layer.

I guess the question is was is the most useful out-of-the-box solution.
