but no one is going to the 404 page. They are getting redirected to the home page, which as already mentioned, is frustrating.

Why don't you use the referer, take the google search and put it into the doc search?

Are you sure the docs were restructured such that most of the docs are now very different urls?
A google search for "plone genericsetup" finds
http://developer.plone.org/components/genericsetup.html‎
The new url isn't much different
http://docs.plone.org/develop/addons/components/genericsetup.html

Perhaps a few redirects and a smart 404 page is much better than just redirecting to the homepage (repeating what Mauro said)
