Yes, it's not changelogs going missing, it's that on some branches
might include them on different releases or maybe the fixes didn't get
released to all branches yet.



For instance, in the case of plone.app.discussion, "Put defaultUser.png
instead of old defaultUser.gif" shows up in the changelog for 2.2.12
and also for 2.3.0.

We tend to not have up to date changelog entries for older branches in
master. I do try to keep those updated across branches, but with 200+
packages, it's a nightmare. If you look at releases for the 2.2.x
branch, you'll see the entries are there.
