open pull requests to enable travis ci for plone orga

i found lots of open pull requests, several unanswered.
its a shame we didnt. anyway, thats a different topic.

there are some adding travis-ci config and asking to enable travis for 
the project. how do we proceed this ones? who is 
responsible/available/enabled to do so?
