plone.app.portlets export issues

I'm working on a project that needs me to setup some portlets over the 
site using a policy package that imports a portlets.xml file defining 
assignments and other stuff.

the way I usually work over this is creating the portlets by hand and 
then export the Portlets step on portal_setup.

seems to me the export step is somehow broken because it is not 
exporting the portlets of the whole site, but only definitions on the 
root; assignments sometimes are missing from the root also.

I'm using plone.app.portlets 2.5.1.

I can provide a portlets.xml file exported from my site, if anybody 
wants to check this.
