effective date and content status modify

Effective date is updated only when we publish content using
content_status_modify script, and not when we publish content via a content
rule.

Why not moving default value in a subscriber on IActionSucceedEvent ?
if the value is set in parameters of content_status_modify, we use
editContent, then, in the subscriber, we set current date only if value is
not already set.

by the way, i have a question : why do we test there
context.EffectiveDate() =='None' and not context.EffectiveDate() ==None
