Why not to use Plone metapackage as issue inbox and then "triage" the
issues by creating a one or more issues to correct packages.

AFAIK you can add references between issues (in comments) and once the
package issues has been resolved, it should be relatively easy to use
the backlink to close the original Plone issue.

Of course, github account requirement is a downside.
