I suspect that one sensible approach is:

(1) Test mockup independently on CI before...

(2) ...then developer initiates a subtree merge [1] of a specific mockup
revision into plone.mockup plone/mockup directory after tests are green on
mockup for given revision.

FWIW I might have plans to use (parts of) mockup outside of Plone, in a
limited sense for a near-future project.
