So in summary we'd need to do the following:

1. Validate that people expect themes to be more than just the look
If this is generally true then we go with the name otherwise we agree on a
more appropriate term.
2. Implement

Where 2 isn't necessarily dependent on 1 as the name is for "marketing" and
communication purposes.
