That's been in p.a.blocks from the start as inheritable site layouts 
(can be made readonly for editors). The other option is content layout 
editor supporting read-only areas in content layouts (Deco / Mosiac 
editor supports that, but of course, advanced user could know, how to 
force own layout into layout field).

What's missing is a visual editor for site layouts and polishing Deco / 
Mosaic editor for content layouts. (And of course, the existing tiles 
are more or less broken itself or their configuration does not fully 
work in the layout editor).

I agree that there must be better options in the future :) Maybe "the 
next sprint" can get the Deco / Mosaic released...
