Click the plone icon to total text. Click upper top left to move from side
to top.

I think we need a control panel entry to set this on the site without using
the theme.

here are the classes:

- plone-toolbar-top plone-toolbar-top-expanded
- plone-toolbar-top plone-toolbar-top-default
- plone-toolbar-left plone-toolbar-left-expanded
- plone-toolbar-left plone-toolbar-left-default

Yes, the way you go about things can be annoying and momentum killing but
you can be helpful too.

No, you're not the only one who notices. I also mentioned it during the
UI/UX meeting. Most everyone that uses it knows it needs tweaking. There
just isn't an obvious best way to do it where the toolbar actually fits
decent widths when on top. If you know the perfect way to plan out the
toolbar buttons, please share.
